The law would end the practice of giving policemen medals and bonuses with each promotion. Ecuador was in a state of siege. Hundreds of police plunged the country in chaos, the rebellious officers fired tear gas and burned tyres. They set up roadblocks and closed airports to cut off access to the capital. 300 troops occupied runways, so around 700 passengers were stranded due to flight cancellations.
