The children become wards of the state because parents have lack the parenting skills, and they are often made to feel like outsiders by their peers which makes them feel hopelessly misunderstood making them feel helpless. One thing that these individuals have in common that we all need to survive is to see themselves in there peers, and to be able to express themselves without blaming others for their situation because they made ineffective choices.
